QMF: C++ agent should store its configured name in the config file if available.

C++ agent does not save its configured name to the optional configuration file. 
  If the configuration file is provided, the agent's name should be 
stored/retrieved from this file unless overridden by the application.  In the 
current implementation, if the application does not set a name for the agent, a 
unique uuid-based name is auto generated.   If a configuration file is present 
(with no name provided in the configuration, and none set by the application), 
then this generated name should be saved.   This would allow the name to remain 
consistent across restarts of the agent, even in the auto-generated-name case.
