Broker-J contains test dependencies to jaxb-api and jaxb-runtime artifacts,
which were needed for Base64 encoding in qpid-client supporting AMQP 0-x
version. The Base64 encoding mechanism was changed in qpid-client with
QPID-8282. The jaxb dependencies can be removed from Broker-J pom-file.
