Description:
In {{ClientNextReceiverSelector.selectNextAvailable}} there is a loop searching
for the first available receiver past the last returned receiver. Once an
eligible receiver is found though, the is no {{break}} from the loop, causing
search to proceed until the last receiver. This makes the {{ROUND_ROBIN}}
policy work improperly.
