Qpid Broker-J test matrix on Jenkins as well as appveyor builds triggered by
GitHub actions demonstrate some tests to be unstable, especially when CI
infrastructure is under load.
Tests should be reviewed, focused fixes should be applied to improve the test
matrix stability and build health.
