Description:
The Skupper router has been using a version of proton-c from the main branch.
They requested a version number bump to distinguish new APIs introduced since
the version they have been using.
Since we use the upcoming release version for the main branch they would have
no way to distinguish between main and the next release without this.
The suggestion is to bump the patch level for this purpose.
