I'm in favour of keeping things simple, and I'm not sure what gap/issue the
QIP process and the additional work it introduces are seeking to address -
that the existing Apache processes don't cover ?

My take on how we should produce a meaningful roadmap and communicate about
it is to raise high level JIRAs, use the wiki for proposals and then discuss
on the list.

Our release notes should be auto generated from JIRA, a process which has
been precluded by the lack of useful information in the JIRAs on previous
releases.

We should do better the basics, and use the mailing list for discussions.
I'm also for commit hooks, since it should just be a given that we have a
JIRA to refer all our commits too. On previous releases I have spent hours
trying to figure out what various commits were about and review them, which
is made considerably harder when there's no applicable JIRA.

I've been round the documentation/process loop a few times over the course
of different projects - and it boils right down to people doing the basics
being key.
