Can't specify arbitrary arguments for queue-declare in qpid-config

The qpid-config tool uses a pattern whereby it has a specific option for 
several extension arguments. However this list is driven mainly by the latest 
c++ broker. It really should allow arbitrary arguments to be specified. This 
would give a more 'forward compatible' tool as well as in theory at least 
allowing it to be used for options defined outside the core c++ broker code.

In fact I personally would prefer a generic mechanism for specifying all 
arguments. Adding the options here (with names that differ slightly from the 
arguments you'd use for a direct declare or indeed in addressing options) is 
annoying (especially as for some reason the options get copied to a config 
option as well.
