The 0.10 release branch was created yesterday at revision 1076820:

I'll be producing the beta distribution today.
Now that we've branched, the trunk is open for new features (or any other
forward development). The release branch is of course in stabilization
mode. Commits there require review and approval.
Looking ahead in our schedule[1], we've got RC1 planned for about two
weeks from now, March 16th.
As always, if you need help getting approval for release-branch fixes, or
for anything else, send me a note and I'll try to get it turned around
promptly.
