C++: provide manually generated qpidd man page

Currently the man page is generated automatically from the output of qpidd
--help.
This creates large overhead to making a distribution: you have to build the
entire source tree just to generate the man page.
The automatic generation is of limited value as the core broker options change
very rarely.
We need a simple way to manually generate and check in a man page for each
release (man page includes version) and to stop building qpidd as part of make
dist.
