0-8/0-9/0-9-1 based connections share a ID generator, but 0-10 connection use
their own. As a result, if any 0-8/0-9/0-9-1 connections are made to the
broker, you can have connections of differnt protocol versions sharing a
connection ID number, making some logging unclear. The connection ID numbering
sequence should be made uniform across all protocols.
