The Java broker does not currently support arguments being supplied during
exchange creation, which was the cause of the failures being seen in QPID-2903
under the 0-10 test profile, particialy caused by its lack of validation for
supported arguments (QPID-3390). The C++ broker supports exchange creation
arguments such as 'qpid.ive' for the Initial Value Exchange functionality.
Support for arguments should be added, along with the associated functionality
required.
