The code checked in for cpp/src/qpid/sys/windows/Socket.cpp,
Socket::createSocket() tried to do a setsockopt IPV6_V6ONLY. This is
unnecessary (this option is the default on Windows) and is only available from
Vista/Server2008 and up, i.e., not available on XP or Server2003.
