Timestamps in message header not converted in Java client
---------------------------------------------------------

                 Key: QPID-3499
                 URL: https://issues.apache.org/jira/browse/QPID-3499
             Project: Qpid
          Issue Type: Bug
          Components: Java Client
    Affects Versions: 0.12, 0.11, 0.10, 0.9, 0.8
            Reporter: Jiri Krutil
            Priority: Minor

AMQP timestamps are represented as seconds since Unix epoch.
Java/JMS timestamps are represented as milliseconds since Unix epoch.
The Java client should convert the timestamps in message header between these
two representations, but it does not.
