The max-session-rate feature was introduced to provide a means for back
pressuring message producers on a per-session basis. As of 0.12,
queue-capacity based producer flow control has been made available. The old
max-session-rate feature should be removed, and the newer method for flow
control should be used.
As this is a user-visible configuration feature, it would be nice to log a
warning indicating this feature will be removed in an upcoming release.
