As that compilation issue hinders qpid-cpp to be built on Fedora Rawhide, a 
(FTBFS) ticket has been open on RedHat/Fedora:

The failing build is available on Koji:

The good news is that Petr Machata (from RedHat) submitted a patch fixing that

For the record, Petr's quote:
"I don't think this ever was part of boost API (it's in 'detail' subdirectory, 
where libraries typically put their private parts).  I don't see any dedicated 
library like that, but one singleton that seems public is in
