That work was done on an older branch of code, and involved client-side counting of delivery attempts for messages. It never made it to trunk and there arent any plans for it to do so. A different version of the underlying delivery count + DLQing features were put on trunk for the Java broker recently, but it doesnt cater to supplying JMSXDeliveryCount to the client.
