Resolution: Won't Fix
Resolving this, as there is unlikely to be anything done under this JIRA.
There are no longer 5 instances, so some consolidation has been done. There are
now 3 which are used by 1 area and are not located in packages available to the
other areas, with 1 being client only, 1 being broker only (which actually do
differ slightly), and another being for the management console which will
eventually be removed along with the console itself.
