The old perftests are somewhat incomprehensible, havent been updated
significantly in years, and are tied into an obscure framework that makes
using/maintaining them just a bit annoying. Some work on a replacement
framework for performance etc testing has been undertaken and a path should be
cleared for progressing that work by now removing the defunct components from
the codebase.
