The current autotools python library detection will only work on recent 
versions of Fedora failing on other distributions (RHEL5/6, Debian)

There are two problems the python pkg-config files are python-<version>. And 
many older distros don't have pkg-config files for python especially as python 
only seems to have introduced them in 2.7
