This update adds two arguments for use in the creation of bridge queues for
federation routes. It allows internal callers to override the queue name and
to set an alternate exchange for the bridge queue.
These new arguments are defaulted to preserve the current behavior and no
callers at present use the non-default arguments. These are hooks for
anticipated future updates.
