Generate maven release artifacts for the broker plugins.
We published the 0.14 and 0.16 broker artifact along with the clients existing
maven artifacts, however we have not created maven release artifacts for the
broker plugins. This did not prevent using the broker, just features such as
ACLs/Shutdown/Firewall/etc which live in the plugins.
With the new HTTP based management added in QPID-3998 and the extraction of the
JMX interface from the broker core via QPID-4093, we have now moved all of the
brokers management abilities into plugins. As a result, it will not be possible
to manage the broker as found in the maven repo unless we publish the plugins.
