Description:
This patch adds a new target to the Cmake build system to produce a source
tarball for the Perl bindings.
It replaces Makefile.PL.in with Makefile.PL, and removes Perl from the
autotools build.

Adds a new target to release.sh (--perl|-p) which bundles together files from
the bindings/qpid/perl directory. These sources can then be used as upstreams
for Perl packages.
