When testing out the new HA implementation, I've noticed that if you rate limit
your senders and receivers appropriately, the system runs in a steady state
without any noticeable degradation in throughput. But if you instead increase
the rate above the "comfortable" threshold, the end-to-end send and receive
rates vary greatly.
