The Slow Consumer Detection plugin has gone largely unused since its addition
and is fairly heavily tied to Commons Configuration XML and the cumbersome
plugin system the broker currently uses. In order to ease the transition away
from Commons Configuration and XML config the SCD plugin will be removed,
reducing the legacy cruft that needs to be fixed during the process.
