Currently all built jars contain a LICENSE and NOTICE file which is shared
across all of the modules, and as such includes all license that may be used
anywhere across the project. For modules with minimal dependencies this is
confusing (and inaccurate). It would be preferable to allow the module to
overwrite the LICENSE / NOTICE with a module specific version to accurately
reflect the licenses used within the contents of the jar.
