Request commit to 0.22: QPID-4737: Fix cmake "make package"

Request merge to 0.22: Trivial 1 line change that enables the "make package" target. On linux by default this builds tarballs and a .sh package.
cmake also has support for building RPMs and other package types, I haven't done any work investigating.
