QPID-4390 moved the broker to use a new configuration store, currently 
implemented as a JSON file. The broker has an embedded initial-config file, or 
users can specify their own, and this is used to populate the configuration 
store when it is first created.

It would be useful if an option existed to allow the user to request that the 
current broker configuration store is overwritten with the initial config 
(either embedded or user specified), providing the ability to configure a 
broker to a specific state from a previously created config without first 
having to clear the existing configuration store file away manually.
