QPID-4390 review changes, minor cleanup and improvement to the initial
configuration and shipped example configuration files.
Rename the embedded intial config file to initial-config.json isntead of
initial-store.json
Ensure the configuration for the shipped 'default' virtualhost uses a storePath
that is unique to that vhost/store by including the store type and virtualhost
name in the path.
Rename the ports to remove the port numbers from them, becuase it wont
currently be possible to edit the names via the web UI (except when adding new
ports) but it will be possible to edit the port number, which would lead to the
two being inconsistent without users hand-editing the file.
Remove leftover broker-level XML config file in systests, it is no longer used
or usable.
Stop shipping virtualhosts.xml as it isn't used by default, and instead
document when it is necessary to use the virtualhsots XML configuration and
how to to so via QPID-4685
