I verified that fixing this hasn't changed any of the functionality. Looking back at when the change was introduced, it was in commit 1cabe1b2 (20 May) where I removed the Swig 1.3.32 minimum requirement. Building without the Perl development files (uninstalling perl-devel on Fedora) Cmake doesn't error out and the build completes without the Perl bindings, as expected.
