QPID-4913 - Work-in-progres for configuration file reader.
Note that this commit adds the use of embedded Python code. Installation
support is
needed to ensure that the embedded python components are installed in the
libexec area.
Also, the configuration file path is currently hard-coded. This will be fixed
shortly.
