Add a new Virtual Host type which uses Apache ZooKeeper to
a) replicate the durable virtual host configuration (incl queue, exchange,
binding definitions)
b) determine the master amongst the cluster nodes
Such a virtual host type can be used with a message store which is replicated
outside out the Qpid broker (e.g. a highly available JDBC store)
