This Jira tracks changes to the Dispatch code that allow the Delivery
Annotations of messages to be accessed, added, and modified in an efficient
manner.
Dispatch needs to annotate messages during message-routing to prevent looping,
provide efficient multicast, and to optionally provide a path trace. In
link-routing, there is no need to annotate messages.
