https://issues.apache.org/jira/browse/QPID-5085, which has actually been
there since 0.20, but we haven't noticed until it was pointed out yesterday.
The fix is well contained (only affects codepath for releasing message
on a priority queue) and I believe quite low risk. Though not a
regression from 0.22, it is a regression from earlier versions.
Ken has kindly reviewed it and considers it suitable for 0.24.
