At present a mode of 'browse' causes the distribution mode to be set to 'copy'.
Setting it to 'consume' is the same as not setting it at all and has no effect.
It might be nice to instead treat 'consume' as a request for a
distribution-mode of 'move'. Only if the mode wasn't specified would the
distribution mode not be set.
