Belay that, had a quick look and can see where the message group attributes
code has become broken since it was originally added. During queue creation via
the REST API the arguments historically got swapped for the message clients 'on
the wire' arguments, and that wasn't updated to reflect the changes made in
e.g. http://svn.apache.org/viewvc?view=revision&revision=1515079
