Qpidd loading both the new linear and legacy store succeeds without a
warning/error.
The proposed solution is to raise and exception and generate a log message when
this happens.
The legacy store and the linear store are not intended to be used together and
will not be packaged together. If qpidd is attempting to load both, then that
is an error condition and should be handled by the user before the broker can
start.
