Update the qpid/tools/src/java/README.txt to contain more useful information
about the Java based QMF tools and how to get started with the QMF based GUI.
Also update various JavaDoc comments to reflect that the documentation for the
QMF2 API that the Java QMF work is based upon got moved to
https://cwiki.apache.org/confluence/display/qpid/QMFv2+API+Proposal
following the Qpid WebSite reorganisation.
