Maven POM file refactor patch to:
- fix dependency versions
- rename the qpid-project to be qpid-parent
- version the new parent independantly of the children
- update the project names, descriptions and info for site/report generation
- change the child modules to 0.28-SNAPSHOT ahead of anticipated release
