Narrowing this JIRA down to the Message interface, splitting the others to
their own JIRAs. Most of the Message functionality is now implemented except
for bits heavily dependent on implementation of other functionality (e.g
session level message acknowledgement, or message redelivery), work on which
will be incorporated into future JIRAs for that functionality.
