A javax.naming.NamingException is thrown when the property
java.naming.provider.url is not specified. I think the original intent of
https://issues.apache.org/jira/browse/QPID-3395 was to cause an exception if
the file specified cannot be found but it also causes the exception when the
file is not specified, even if it is not needed. It is expected that if the
file is not needed, nor specified, that an exception will not be thrown.
