Add support for the SCRAM-SHA-1 sasl mechanism to the Java broker as an
alternative to the existing password based mechanisms.
Initially only support usernames of ASCII characters only (there is a complex
unicode mapping scheme for non-ascii which we may choose to implement later).
Non-Java clients using the Cyrus-SASL library should support SCRAM-SHA-1
mechanism however it depends on which mechanism plugins have been provided
(Fedora installs have SCRAM-SHA-1 support, but my Ubuntu system did not have
support).
