Description:
The BCEL dependency was changed during work on the maven build in QPID-5048, to
use the ServixMix bundle package. This was due to its lack of licencing related
metadata requrid by a verification process we were adding but have since
altered, so we should return to using the original BCEL dependency to match the
Ant build.
This is a meta-data only change, the actual dependency contents are identical.
