Adding a replacement initial patch to change the maven build to use 4.11.
I modified the parent via QPID-5048 to specify 4.11 and then added an override
in the java tree build pom to keep using 3.8.1 until these changes are applied.
This lets us release the parent with config more suited to the other modules
(which are already using JUnit4) but still lets us merge that change to 0.28 to
ensure the preview maven build included in 0.28 works as expected with the
parent pom.
