Hi Michael,
I think this is likely a bug in ActiveMQ, I seem to recall a similar JIRA being
raised in the past. Have you tried a more recent release like 5.9.0 or 5.9.1 ?
I believe the reason you couldnt reproduce it with the 0.26 client is due to a
change made since then to make the client default more to JMS specified
semantics around behaviour when sending persistent messages. See QPID-5574 for
details on how to make it act like it did previously. It would probably be a
god idea to try with 0.28 RC1:
