Initial plan:
- Develop schema for management operations based on: dispatch.conf, queries in
qdstat, AMQP management standard
- Derive .conf file schema from master schema,
- Schema validation, setting defaults and pre-processing (e.g. enum
strings->ints) of mgmt messages (python)
- Applying mgmt messages (C)
- Implement conf parsing in terms of management operations. (C)
