Environment: Posix system with IPv6 disabled. Probably any system with
IPv6 (or IPv4) disabled.

Test cases fail because none of the specified IPv6 addresses resolves to a
valid host. The AclHost test needs to test if IPv4 or IPv6 is enabled before
expecting to create AclHost objects of that protocol family.
