If, using the web management console, I create a scram auth provider (sha1 or
sha25), add a user then delete the same user, the whole auth provider is
deleted, rather than the user himself.
It looks like the DELETE being passed from the web management UI is passing the
id of the user to be deleted, so this suggests a server side issue.
