SupportedProtocolVersionsTest is now testing that the defaulting works and not
the exclude system property.
Actually moving to the defaulting demonstrated that the system property is not
actually working fully - if the port has protocols defined these are used even
if they are excluded by the system property (i.e. the system property *only*
works if no protocols are actually set in the config).
However I believe we should remove the include/exclude system properties and
instead expect people to manage protocol availability at the port, or by
controlling which protocol plugins are installed.
