ConfiguredObjectRecordConverter is used to convert Json into initial
configuration records.
In general you do not wish to use hardcoded UUID ids in the initial
configuration so that the bootstrapping process generates the IDs... however in
the case where an object has multiple parents (like bindings) the secondary
parent has to be identified by reference. Currently the
ConfiguredObjectRecordConverter requires the reference to be by id - it should
be improved to allow for reference by name
