When working on QPID-6081, it was discovered that while performing synchronous
operations such as tx_commit or channel_close, if the corresponding response
frame is received interleaved with incoming message header/body frames this can
lead to unexpected behaviour in the client.
This is a longstanding issue and has been present at least since 0.22.
